Jay Steven Schissel, 69, of Davenport, Iowa, passed away unexpectedly on Wednesday, September 9, 2026, at the University of Iowa Hospitals and Clinics, surrounded by his loving family. His passing followed a stroke suffered at his home in the early morning of September 5th.

Jay was born on March 6, 1957, to Vern “Whitey” and Sharleen Schissel in Dubuque, Iowa. He was raised in Dubuque and graduated from Senior High School. Jay married Eileen Stoefen on May 10, 2006 in Davenport.

In his early years in Davenport, Jay enjoyed working at Rogan’s Shoes and the State Liquor Store. He later dedicated over 30 years of service as an Income Maintenance Worker for the State of Iowa Department of Human Services, retiring in January 2018.

Jay was a man who loved working with his hands and keeping busy. He was a craftsman who spent decades creating one-of-a-kind masterpieces in his garage, including vibrant stained glass artwork and beautiful wooden furniture. Over the last 20 years, he developed a deep passion for treasure hunting and restoring antique lighting—always happy to stay active and make a buck or two. Later in life, he also found joy in baking for his family and playing cards.

Above all, Jay loved his freedom and his family. He spent his retirement doing exactly what he wanted to do all day long. His absolute favorite day of the year was always the 4th of July, which he celebrated at his home with an awesome fireworks show surrounded by family and friends.

Jay is survived by his devoted wife, Eileen; his three sons by his former wife, Donna Decker: Zachary (Kathryn), Zebedia, and Abraham Schissel; his stepdaughter, Ann (Manuel); and his three step-grandchildren, Isabellah, Enrique, and Samuel. He is also survived by his mother, Sharleen Schissel; his sister, Pam; two brothers, John and Tom, all of Dubuque; his best friend, Phil; and many beloved cousins, nephews, nieces, friends, and extended family members.

He was preceded in death by his father, Vern “Whitey” Schissel; three sisters, Peggy, Dellane, and Lori; and his brother, Frank.

Cremation has been accorded per Jay's wishes. A visitation will be held at Halligan-McCabe-DeVries Funeral Home in Davenport on Saturday, September 19, 2026, at 11:00 AM. A simple service will immediately follow the visitation at the funeral home at 1:00 PM.

In lieu of flowers, memorials may be made to Habitat for Humanity. He will be greatly missed by his entire family and all who knew him.
