Ban was born on February 14, 1949 in Vietnam, a son of Tu Van Dinh and Thu Thi Chu.  He was united in marriage to Hue Thi Nguyen on December 21, 1973. This year they would have celebrated 50 years of marriage.  Ban was a member of the Vietnamese Army during the Vietnam War and was sent to prison as a prisoner of war by the communist party.  He was released after serving six years.

Ban settled in the United States in 1995 when he arrived in Davenport, Iowa.  He was a carpenter by trade, but when he settled in the states he went to work for Norcross as a lineman. He was an active member of Sacred Heart and their Vietnamese worship community.  He was head of the Legion of Mary. He enjoyed fishing, gardening, and cooking.  You would never catch him sitting still!

Those left to honor his memory are his wife, Hue Thi Nguyen, Davenport; children: Toan Van Dinh (spouse, Dung Nguyen; sons: Vu Dinh and Vuong Dinh), Dung Phuong Dinh (spouse, Hai Nguyen; children: Kevin, Kathleen, and Kayla Nguyen), Thao Phuong Dinh (spouse, Thinh Dang; children, Jacob, Johnathan, Isaac, and Isabella), Linh Phuong Dennis (spouse, Ryan Dennis), and Rev.
